We've been working with Chester West and Chester Council to deliver a comprehensive public engagement and research analysis programme for their new Local Transport Plan (LTP) Core Strategy which explores how people and goods move around the borough and identifies improvements for everyone.

Local Transport Plan Consultation

A key requirement of the consultation was to engage people who do not always have a voice in strategic planning, in areas where engagement levels have historically been lower. We designed the consultation look and feel working within the council brand and supported the writing of the public summary document and created a short animation to explain the plan to the public.
We created a multi-level engagement plan that allowed residents to take part on their own terms, in ways that felt natural and accessible and we focused on conversations rooted in people’s lived experiences - how transport affects their day-to-day lives, what works well now, and what should change.


Our team hit the road for three weeks, bringing the consultation to the heart of local communities.
Activities included:
- Pop-up stands at village halls, markets, Asda stores and town centres
- Visits to existing groups representing young people and lower-income and disabled communities.
- A dedicated stakeholder workshop for businesses and community representatives.
- And, supporting the council’s borough-wide online survey,
This resulted in:
- 900+ in-person interactions
- 800 survey responses
- And, almost 300 comments submitted via the online discussion forum.
We turned feedback into actionable insight, analysing data and creating detailed summary reports and a final Executive Summary brought together the key themes, priorities and ideas shared by residents across the borough. This will directly support and inform the next stage of the LTP, ensuring the strategy is grounded in the real experiences and priorities of local people.
